《管子》治要·治国
凡治国之道,必先富民。民富则易治也,民贫则难治。奚以知其然也?民富则安乡重家,安乡重家则敬上畏罪,敬上畏罪则易治也。民贫则危乡轻家,危乡轻家则敢凌上犯禁,凌上犯禁则难治也。故曰:治国常富,而乱国必贫。是以善为国者,必先富民,然后治之。
昔者七十九代之君,法制不壹,号令不同,然俱王天下者,何也?必国富而粟多也。夫富国多粟生于农,故先王贵之。凡为国之急者,必先禁末作文巧。末作文巧禁,则/民无所游食。民无所游食则必农;民事农则富。
《说苑》治要·反质
魏文侯问李克曰:“刑罚之源安生?”
对曰:“生于奸邪淫佚之行也。凡奸邪之心,饥寒而起。淫佚者,文饰之耗。雕文刻镂,害农事者也;文绣纂组,伤女功者也。农事害则饥之本,女功伤则寒之源也。饥寒并至而能不为奸邪者,未之有也。
男女饰美以相矜,而能无淫佚者,未尝有也。故上不禁技功,则国贫民侈;国贫民侈,则贫穷者为奸邪,而富足者为淫佚,则驱民而为邪也。民已为邪,因以法随而诛之,则是为民设陷也。刑罚之起有源,人主不塞其本,而督其末,伤国之道也。”文侯曰:“善。
《崔寔政论》治要
夫人之情,莫不乐富贵荣华、美服丽饰、铿锵眩耀、芬芳嘉味者也。昼则思之,夜则梦焉。唯斯之务,无须臾不存于心,犹急水之归下,下川之赴壑。不厚为之制度,则皆侯服王食,僭至尊,逾天制矣。是故先王之御世也,必明法度以闭民欲,崇堤防以御水害。
法度替而民散乱,堤防堕而水泛溢。顷者,法度颇不稽古,而旧号网漏吞舟。故庸夫设藻棁之饰,匹竖享方丈之馔。下僭其上,尊卑无别,礼坏而莫救,法堕而不恒,斯盖有识之士所为於邑而增叹者也。律令虽有舆服制度,然断之不自其源,禁之又不密。今使列肆卖侈功、商贾鬻僭服、百工作淫器,民见可欲,不能不买,贾人之列,户蹈逾侈矣。故王政一倾,普天率土,莫不奢僭者。非家至人告,乃时势驱之使然。此则天下之患一也。

公仪休为鲁相,奉法循理,无所变更,百官自正。使食禄者不得与下民争利,受大者不得取小。客有遗相鱼者,不受也。客曰:“闻君嗜鱼,遗君鱼,何故不受也?”
相曰:“以嗜鱼,故不受也。今为相,能自给鱼;今受鱼而免,谁复给我鱼者?吾故不受也。”食茹而美,拔其园葵而弃之;见其家织布好,而疾出其家妇,燔其机。
云:“欲令农士、工女安所仇其货乎?”
《傅子》治要
民富则安,贫则危。明主之治也,分其业而壹其事。业分则不相乱,事壹则各尽其力。而不相乱,则/民必安矣。重亲民之吏而不数迁,重则乐其职,不数迁则志不流于他官。乐其职,而志不流于他官,则尽心恤其下。
尽心以恤其下,则/民必安矣。附法以宽民者赏,克法以要名者诛。宽民者赏,则法不亏于下,克民者诛,而名不乱于上,则/民必安矣。量时而置官,则吏省而民供。
吏省则精,精则当才而不遗力;民则供顺,供顺则思义而不背上。上爱其下,下乐其上,则/民必安矣。
笃乡闾之教,则/民存知相恤,而亡知相救。存相恤而亡相救,则邻居相恃,怀土而无迁志。
邻居相恃,怀土无迁志,则/民必安矣。
度时宜而立制,量民力以役赋。役赋有常,上无横求,则事事有储,而并兼之隙塞。事有储,并兼之隙塞,则/民必安矣。图远必验之近,兴事必度之民。知稼穑之艰难,重用其民,如保赤子,则/民必安矣。
《文子》治要·上义
治国有常,而利民为本;政教有道,而令行为右;苟利于民,不必法古苟周于事,不必循俗。故圣人法与时变,礼与俗化;衣服器械,各便其用;法度制令,各因其宜。故变古未可非,循俗未足多。
诵先王之书,不若闻其言;闻其言,不若得其所以言;得其所以言者,言弗能言也。故“道可道者,非常道也;名可名者,非常名也。”
故圣人所由曰道,所为曰事。道由金石,壹调不可更;事犹琴瑟,每终改调。
故法制礼乐者,治之具也,非所以为治也。

民富则安,贫则危。明主之治也,分其业而壹其事。业分则不相乱,事壹则各尽其力。而不相乱,则/民必安矣。重亲民之吏而不数迁,重则乐其职,不数迁则志不流于他官。乐其职,而志不流于他官,则尽心恤其下。
尽心以恤其下,则/民必安矣。附法以宽民者赏,克法以要名者诛。宽民者赏,则法不亏于下,克民者诛,而名不乱于上,则/民必安矣。量时而置官,则吏省而民供。
吏省则精,精则当才而不遗力;民则供顺,供顺则思义而不背上。上爱其下,下乐其上,则/民必安矣。
笃乡闾之教,则/民存知相恤,而亡知相救。存相恤而亡相救,则邻居相恃,怀土而无迁志。
邻居相恃,怀土无迁志,则/民必安矣。

昔者七十九代之君,法制不壹,号令不同,然俱王天下者,何也?必国富而粟多也。夫富国多粟生于农,故先王贵之。凡为国之急者,必先禁末作文巧。末作文巧禁,则/民无所游食。民无所游食则必农;民事农则富。
